Abstract

China has had a long history of government printing and publishing. The People's Republic of China (PRC) carries this tradition one step further by controlling all aspects of printing and publishing, including the printing shops and the distribution system throughout the country. Everything published in the PRC is technically a government publication. Some government publications are printed in both Chinese and foreign languages. There is a separate agency to handle publications for export. There is no free depository library program, no index to government publications, and no automation in handling government publications. However, government publications do reach almost every citizen through the government and Communist party hierarchies. In the PRC, government publications are utilized not only to inform people, but also to indoctrinate them to official party policies.
