Abstract

Although there is an abundance of natural resources in Southeast Asia, the potentials have not been wholly explored since ASEAN (Association of Southeast Asian Nations) members have not been able to harmonize their policies which directly inhibits renewable energy (RE) development within the block. This chapter aims to review the laws and policies in the ASEAN region, particularly Malaysia and Indonesia, on the development of RE. It also aims to contribute to the discourse on how these policies can be consolidated to effectively accelerate RE development in the region, achieve their individual targets in the energy mix, as well as interpret their advocacy in supporting SDGs, especially those related to the promotion of access to affordable and sustainable energy. Currently the progress of clean energy development in Southeast Asia is dawdling compared to other blocks like the European Union (EU). Thus, ASEAN can learn from the initiatives undertaken by the EU to promote RE. Comprehensive and effective laws and policies on RE are imperative to drive the maximum potential of these renewable resources and ultimately navigate towards SDG 7, to ensure affordable, sustainable and modern energy for all.
