Fiscal 1999 is shaping up as a historic year. Its debut certainly was. The East Room at White House provided backdrop for President Bill Clinton's announcement that he was submitting first balanced in 30 years to Congress for its approval. In addition, Clinton said, this contains the largest funding increase ever for National Institutes of Health, National Science Foundation, and National Cancer Institute. That historic announcement of a balanced federal was followed by an unprecedented briefing on science and technology component of 1999 budget. Vice President Al Gore reiterated theme that this budget makes largest commitment to civilian research in history of United States of America. The number: $170 billion over five years.
