Good Governance and Integrity: Academic Institution Perspective

This manuscript attempts to determine the concept of governance, the practice of the poverty governance system and the good governance approaches that the public sector administration in Malaysia is applying. The paper is based heavily on the literature review and report from the Economic Planning Unit and National Audit Department. Empirical evidence has shown the public sector administration has been practicing good governance based on work ethics principles initiated by the National Institute of Public Administration. The Department of Social Welfare is selected as an institution that actively manages and administers any issue related to poverty and welfare services. However, the criticisms and complaints towards the public sector services, especially regarding working practices efficiency, remain to be heard. This has been highlighted as the biggest challenge to the public sector. This article implies the issue of poverty will be administered in a well-managed environment along with the good governance approaches but applying ‘good enough governance’ can be considered a realistic target for the governance system in the public sector. The main viewpoint is the quality and sustainability of public sector services are much more important rather than achieving good governance in its totality.

This research was conducted with the primary aim to investigate digital governance by examining empirical evidence regarding the application of Technology Acceptance Model (TAM) in public administration. The antecedents of TAM were explored to estimate behavioral intention and actual use in electronic public service in public administration in Indonesia. The research was conducted in Semarang, Central Java, Indonesia by employing simple random sampling techniques to collect a total of 182 respondents. By using Structural Equation Modeling–Partial Least Square (PLS-SEM), the results showed significant effects on perceived usefulness and attitude toward use. The variable of perceived usefulness was also empirically proven to have a significant effect on attitude toward use and behavioral intention. The findings found that attitude toward use had a significant effect on behavioral intention, and then behavioral intention was empirically proven to have an effect on actual use. Mediating analysis from the variables of perceived usefulness, attitude toward use and behavioral intention also found the mediating roles. Theoretically, these findings contribute to the digital governance framework by providing empirical evidence strengthening the relevance and affirming the application of the Technology Acceptance Model (TAM) in the context of public administration. Practically, these findings have managerial implications that the application of TAM in the public administration sector is relevant to be explored with a professional management model and a user-based approach in the development of digital applications and websites.

Enhancement of the Accountability of Public Sectors through Integrity System, Internal Control System and Leadership Practices: A Review Study

Effective governance rules are crucial for the efficient functioning of public administration, ensuring the sustainable, transparent, speedy, and economical management of public resources. However, the adoption and application of private governance principles within the public sector have not been extensively explored. This study aims to address this research gap by conducting a comprehensive bibliographic research and employing the inductive method to investigate the integration of private governance rules into public administration. The objective of this research is twofold: firstly, to examine the current utilization of private governance rules in public administration and secondly, to uncover the practical implications of their implementation. Through a thorough analysis of existing practices and relevant literature, this study aims to provide valuable insights and recommendations for enhancing the efficiency and effectiveness of public administration processes. The expected results of this research include a deeper understanding of the role and impact of governance rules on public administration. The study anticipates revealing successful strategies for incorporating private governance principles in the public sector, leading to improved resource allocation, increased transparency, and enhanced decision-making. By highlighting the significance of private governance in public administration, this research aims to contribute to informed discussions and potential reforms that promote sustainable and effective public governance, ultimately benefiting both the government and the citizens it serves. In conclusion, this study seeks to bridge the gap between private governance and public administration by investigating the adoption and application of governance rules within the public sector. By providing insights into current practices and their implications, this research aims to facilitate the development of sustainable management practices and foster effective governance in public administration.

The successful application of New Public Management (NPM) at some developed countries has cleared path for perpetual promotion of NPM doctrines into developing countries. Privatization is a doctrine in which the service delivered by the government shall be shifted to the hands of private agents. De-bureaucratization is considered as superior because it promises performance improvement if compared to classical public administration. The government of Indonesia starts to acquaint with Reinventing Government since the end of 1990s. The most obvious implementation is the application of decentralist governmental system based on Law No. 22 of 1999 about Local Government which is then amended into Law No. 32 of 2004. New Public Management (NPM) is an important concept and also a significant issue in the public sector reformation. This concept concerns with the problems found in the management of performance at public sector because performance measurement is one of main principles of NPM. The movement of NPM starts from developed countries in European and it has gone far into a global movement such that many developing countries are inspired by the global distribution of this concept. Research attempts to describe New Public Management (NPM), New Public Service (NPS), and Governance in public administration. What will happen with other paradigms after the emergence of New Public Management is also explained. The application of New Public Management and problems behind this application are elucidated. Few illustrations are also given about the difference between Old Public Administration, New Public Management, and New Public Service. The objective of this research is to explain the development and application of New Public Management in public administration / governmental organizations in order to create good governance in decentralization area or wide local autonomy.

Public administration and political science: From monogamous marriage to professional partnership

This article discusses benchmarking theory, its private sector roots and its implementation in the public sector thus far. The overall purpose of this article is the proper porting of the benchmarking process into the public administration sector. Essentially, what all differences between private and public sector imply is that the public sector does not seek value-for-money. Also, literature on benchmarking in the public sector appears to be less organized and orderly than literature on benchmarking in the private sector. This article bridges this gap in order to answer the question can benchmarking function as efficiently and effectively in the public administration sector as in any private sector organization by showing how governments have been able to utilize benchmarking in order to improve their performances. The use of series of benchmarks can help in making a solid base for factual approach to decision making with regard to setting specific targets for performances of the public administration system, its reform and modernization, and monitoring progress over time. The Public Sector Benchmark of the Republic of Ireland and the Public Sector Comparator of South Africa will be used to show how experimental implementation of benchmarking has been able to produce effective results. Public governance constitutes an answer to the limitations regarding the possibilities of reforming public administration in the stream of new public management. One of the detailed concepts of public governance was originally formulated by the World Bank. Its use in practice is limited to operationalization through formulating a variety of indices which are usually dedicated to countries and regions. Scientific discourse lacks studies indicating the possibility of using good governance in public administration at the level of its smaller exponents such as the units of local self-government. Equally, there are no available results of research regarding the influence of the functioning of units of public administration according to the principles of good governance on their perception on the part of citizens. This study aims at operationalizing the concept of good governance through the formulation of a model of activity of local government administration according to the principles of good governance, as well as proposes a tool for evaluating the level of maturity of management solutions based on the concept of good governance. The research results regarding the level of compatibility of these offices with the rules of good governance are compared with the results of surveys examining opinions and levels of satisfaction among inhabitants of selected boroughs. The aim of this comparison was to find the answer to the question of dependence between the activities of local administration in accordance with good governance and satisfaction on the part of local inhabitants.The publication was the outcome of the project entitled "Adaptation of the management system of local government office to the good governance concept" which was financed by The National Science Centre, based on the decision no. DEC-2013/09/B/HS4/01143.

This study aimed to analyse the impact of digitalisation on good governance with respect to selected local public administrations during the COVID-19 lockdown in the spring of 2020. The overriding assumption made is that agile values mediate the relationship between digitalisation and good governance on this level of public administration. Data were obtained through a web-based survey conducted between June and August 2020. The empirical analysis was facilitated by applying partial least squares structural equation modelling (PLS-SEM) on a sample of 761 public managers from five Central European countries (Czech Republic, Germany, Poland, Romania, Slovenia). The results show that digitalisation acted as an essential driver of good governance during the COVID-19 pandemic. Three out of four agile values—“employees and internal relationships”, “working public services”, and “change management”—were also shown to help make digitalisation more effective and thereby facilitate good governance. Despite some limitations (e.g., respondents’ subjective evaluations, the study only being performed during the first wave of the COVID-19 pandemic in the observed countries with different situations and consequent measures in response, and differences in the broader environment and local administration systems in the studied countries), the findings of the study are important given the lack of similar empirical studies. Public administrations should be digitalised and reformed in a way that ensures that they effectively and efficiently design, implement, measure, and continuously improve their strategies, tactics, and services, which can all be accomplished by being agile. The paper offers insights into: (1) the lessons learnt about the nature of digitalised public services/processes and agile management approaches in response to the COVID-19 pandemic and their impact on good governance; and (2) proposals for policymakers and managers in public administrations with regard to operating in extreme VUCA circumstances in any next wave of COVID-19 pandemic or in a new pandemic/public health disaster.

In order to play a key role in the governance of societal change towards sustainability, public administrations need to transform their own ways of working, that is, their internal governance. This paper complements existing research on sustainability governance in public administration that focuses on formal institutions and instruments with a practice‐oriented interpretive perspective. Drawing on an open analytical framework and using qualitative document and interview analyses, the paper reconstructs sustainability governance in public administrations from the perspective of the actors responsible for the task, that is, sustainability officers. Based on detailed case studies on sustainability governance in six Swiss cantons, four ideal types of sustainability governance are derived, which help to better structure the empirical variety of practical sustainability governance arrangements. The results show that sustain‐ability governance is designed and implemented “on the ground” in a variety of ways, with overall diversity being confined. Both research and practice can benefit from such a conceptually and empirically enriched image of sustainability governance in public administrations.

The Future of Public Service: A Search for a New Balance

Good governance is a common denominator for reform processes in public administration, which can potentially become supranational. It includes a set of doctrines and governance techniques in public administration. Considering the changes and challenges faced by the public administrations of countries around the world and the necessary reforms in response to them, this concept, with its universal potential, can serve as a kind of guide for them. It represents an aspiration to make public administration more open, transparent, and accountable. The principles contained in the concept of good governance should be understood as fundamental principles on which modern public administration rests and as a standard presented to national public administrations that should be strived for.

Technology Transfer Models Between Industrial Biotechnology Companies and Academic Spin-Offs

More and more public administration and management scholars have referred to the “new governance” and argue that the focus of the study of public administration today should be on governance, rather than government. The research discusses what is governance and how governance terminology changes the research focus of public administration. It highlights what is encompassed on the study of governance and how it has or has not changed the field of public administration. Key words: Governance, government, public administration.

This study examined the Omoluabi philosophy and its potential application in Nigeria’s leadership, diplomatic relations, and public administration, with emphasis on legal and diplomatic frameworks. Rooted in Yoruba culture, the Omoluabi philosophy promotes values such as integrity, fairness, and communal well-being, which are essential for ethical leadership, good governance, and effective diplomacy. Despite these values, Nigeria continues to face challenges in public administration, including corruption, inefficiency, and weak accountability (Okagbue, 2011). The study aimed to examine how integrating Omoluabi principles could address these challenges, improve governance, and strengthen Nigeria’s legal and diplomatic relations. Its objectives included analysing the role of Omoluabi in shaping ethical leadership, assessing its impact on governance, leadership, and public administration, and proposing a legal framework for its integration into Nigerian governance. Research questions focused on how Omoluabi values influence public servants’ behaviour and enhance governance practices. The study is significant for offering an indigenous value-based approach to improving leadership, diplomacy, legal frameworks, and public administration. The scope covered Nigerian governance, leadership, public administration, legal systems, and diplomacy. Anchored in social contract theory, the findings indicated that Omoluabi philosophy can promote ethical governance, leadership, and diplomacy, though challenges such as resistance to change remain. The study recommended incorporating Omoluabi principles into public servant training and legal reforms, concluding that Omoluabi has strong potential to transform Nigeria’s leadership, diplomatic relations, and public administration.
