Abstract
The majority of the 2021 state legislative sessions have begun. As lawmakers consider and debate important policy proposals, they may find themselves seated not in the historic chambers of their respective state capitols but rather in their office chairs, at their kitchen tables, or on their porch swings. COVID-19 disrupted many aspects of life across the country, including the way lawmakers are legislating and the public is participating in the political process. State lawmakers are navigating the politically fraught waters of adopting public health measures for in-person events, and many legislators have amended antiquated chamber rules to move all or some lawmaking functions online.
