Abstract

This paper provides, from a UK perspective, a review of current developments in the debate on global warming and the effects of car use as a contributory factor in global warming. It discusses the options available to counteract the intra and inter-country externalities created by car use, and the prospects of achieving reductions in car use. The paper concludes with a discussion of appropriate policy measures for balancing the conflicts between car use and the environment.
