Abstract

AbstractProgramme Definition is too important to be left up to programme managers. It is too easy to come up with a solution that lacks coherence with other programmes and wider initiatives, or consists of a set of projects which don't naturally fit together, or is just incorrectly treated as a single monolithic project. Within the UK Ministry of Defence, the new Acquisition System Operating Model has brought an additional complication by enforcing organisational boundaries based upon Defence Lines of Development (DLODs). This paper summarises the current UK MOD situation, and presents an approach for ensuring DLOD coherence during the Programme Definition phase.
