Abstract

The aim of the current paper was to ponder on the public policies management related to the generation of labor and income, which was conducted by the Brazilian Federal Government, through the Solidarity Economy National Secretary (Senaes). In order to achieve this objective, an insight and correlation on the following theoretical foundations related to academic literature: Brazilian public administration, social management, solidarity economy and its public policies, have been suggested. A qualitative approach, of theoretical conceptual nature adopted by means of bibliographical and documental research such as research technics, was made. Documents and publications involving Senaes and their policies constitute the major sources of investigation in this work. It was observed that the governmental initiative through the Senaes, is an action that could contribute for the development of the public policies under the scope of a new mode of work organization. Furthermore, it was noticed under the perspective of solidarity economy and its public policies, that social management is an ongoing process within the Senaes sphere of action, which may be verified by the dialogic practices carried between society and the state.
