Abstract

It is a challenge for contemporary organizations, be they public or private, to use management tools that can provide the sustainability of a certain degree of competitiveness. In order to achieve competitive advantage, the practice and the literature in the area have pointed to the competence-based management as a possible solution. Thus, this article aims to analyze competencies in the perception of the public servants of the fiscal area of the Brazilian Institute of Environment and Renewable Natural Resources - IBAMA. For this purpose the research was classified as applied, exploratory and descriptive, and also as literature, documentary and field research, based on semi-structured interview, for a case study. We studied the organization, its history and we have performed an organizational analysis. The justification for the approach was to adapt and review the position of the employees, identifying the gaps and making adjustments according to the competence and knowledge of each one. Thus, it was observed that the Competence-based Management in the public institutional environment,or even in the private sector, has created a more harmonious working environment. Most of the federal environmental agents have very well defined and clear notions of the importance of the work each of them performs. Finally, as a suggestion for the institution, it is necessary that managers engage in solving internal problems in the inspection area.
