Abstract

The quality management in the Public Health System of Navarra has three main fields: primary health care, specialized health care and the coordination between both levels of care.The mainstay of the Quality Management Program in Primary Health Care is the development of the Internal Improvement Programs by the professionals. The Quality Management Program is a support for the development of the Management Plan which main components are the services portfolio, the quality indicators, the internal improvement plans, and the resources utilization.The management contracts, the MAPPA-Horizonte model, and the corporate perceived quality strategy by the main actors, become the frame of the quality policy in the specialized health care field.The Coordination Plan and the Coordination Structure, including a technical coordination team and 18 continuous improvement teams, are the key elements for the development of the strategic main points in the area of the coordination between primary and specialized care.
