Abstract

The loose federation of the Holy German Empire was dissolved in 1806 during the Napoleonic wars. The fundamental territorial restructuring was formally agreed on at the 1815 Congress of Vienna which restored the conservative great powers. The several hundred German territories that existed before 1806 were reduced to some 25 more or less sovereign states. These were formally united under the German Federation (Deutscher Bund), but this federation had only limited authority and functions. The two major German powers that survived the Napoleonic wars, Prussia and Austria, began striving for territorial integration.
