Abstract

At two o'clock in the afternoon of November 9, 1918, Philipp Scheidemann proclaimed the German Republic. On November 10 the moderate German Social Democratic Party and the more radical Independent German Social Democratic Party established a provisional, coalition government with Friedrich Ebert as Reich Chancellor. This new socialist government issued a call for free and democratic elections to fill the seats in the new National Assembly.
