Abstract

Georgia's progress towards membership of NATO hangs in the balance as the Alliance's April 2008 Bucharest summit approaches. Divisions between members on whether to grant a Membership Action Plan widened after the Georgian government violently dispersed a rally in November and temporarily imposed a state of emergency. Although President Mikhail Saakashvili then called and won early elections, Georgia's domestic instability and unresolved internal conflicts could mean that NATO will make it wait.
