Abstract

Informatization of human life actively covers relatively new areas of society’s functioning. These processes are common among the newly created territorial communities (amalgamated hromadas). The creation of new objects of the administrative-territorial structure of the country aims to improve the quality of territorial management, to decentralize power and to development amalgamated hromadas economically. For their optimal functioning, it is necessary to develop an appropriate geoinformational and cartographic base. An analysis of the state of affairs in this area suggests that territorial communities are in the process of creating their own websites or geoportals with the purpose of increasing the effectiveness of managerial, organizational and economic, environmental and other activities. 909 OTGs have already been formed in Ukraine. Most of the hromadas (almost 550) have created their geoportals. The analysis of geoportals structure indicates a lack of attention to the mapping of their functioning and the imperfection of those geographic information and map documents that are located in these geoportals or websites. The purpose of the article is to justify the optimal structure of cartographic component in a geoportal of an amalgamated hromadas. To achieve this goal, the following studies are to be carried out: 1) analyzis of experience (of both domestic and foreign researchers) in creating geoportals of amalgamated hromadas or other geospatial entities; 2) analyzis of the structure of existing community geoportals; 3) devision of the best option for the structure of cartographic component of amalgamated hromadas geoportal. It is proved that the community geoportal should be an information system with access via the Internet or a local network to the spatial data infrastructure and its processing tools using web browsers. It should act as: a cadaster system of spatial features of the community (urban planning, land, water, forest, mineral resources, etc.); a bank of its geospatial data; databases of investment attractive territories and amalgamated hromadas facilities; cartographic models of land and other natural resources (location, condition, use, risks, etc.); cartographic emergency models; cartographic models of water resource potential; maps showing the potential of alternative energy; maps of the labor resource potential; maps of vital objects of hromadas; maps of communications, engineering, communal, educational, health-improving infrastructure of the community and its roads; maps of forests, recreational facilities, etc. Taking into account the urgency of this problem, the article justifies the variant of optimal structure of cartographic provision of community functioning and defines its place among other documentation of the community, located on its geoportal.
