Abstract

The international responsibility of states from ancient times to the present is one of the most effective means of ensuring international law and order.Athorough study of international responsibility is impossible without researching the stages of its formation and development.A significant contribution to the development of various aspects of international responsibility was made by R. Ago, S. S. Andreichenko, V. F. Antipenko, E. Arechaga, V. A. Vasilenko, L. G. Guseinov, A. V. Zadorozhny, A. Seibert-Fore, I.I. Lukashuk, Y. M. Kolosov, J. Crawford, S. Olleson, M. Sassoli, N. A. Ushakov, M. K. Farukshin, etc. However, in scientific developments on the issues of international responsibility have not paid sufficient attention to the issue of the historical development of international responsibility. The article highlights the genesis of the concept of international responsibility of states from ancient times to the present.It has been established that the formation and development of international responsibility ofstates are directly related to the historical development of international law. It issubstantiated that the ideas of international legal responsibility began to emerge in parallel with the general humanization of international relations in the second half of the 19th century. Already in the first half of the twentieth century, the topic of international responsibility of states began to be considered as one of the most important in the international context. After a long codification process, the UN ILC adopted the Articles on State Responsibility for Internationally Wrongful Acts in 2001.It is concluded that throughout the history of social development, the understanding of the essence, grounds and consequences of international responsibility has changed significantly. The responsibility of the state in international law has gone through a long period of transformation, starting with the establishment of individual guarantees of the rulers to comply with specific treaties and to the formation of the branch of the law of international responsibility. At the same time, for almost 20 years since the adoption of the Articles on the responsibility of states for internationally wrongful acts, a convention on this issue has not yet been adopted at the universal level, that indicates the exceptional complexity of the problems of international responsibility and the need for further fundamental research in this sphere.
