Abstract

Abstract The Council of Ministers having adopted the Product Liability Directive10 in 1984, in 1992 the EU followed this with a General Product Safety Directive11 which sought to introduce a community-wide obligation to ensure the safety of consumer products. The ostensible rationale for the first General Product Safety Directive was the harmonization of national laws and thereby the removal of barriers to trade and distortions to competition within the EU. However, the 1992 Directive was found to be unsatisfactory in a number of respects, and the review of its operation required as one of the terms of the Directive led to proposals for significant revision.
