Abstract

A brief analysis of Gauss's theorem is carried out by re-examining the 'action at a distance' idea and a discussion of the article by Bolotowski and Ugarov (1976) which presents a spurious 'paradox' in the electrodynamics. We clarify some misconceptions which may arise when Gauss's theorem is applied to specific nonstationary charge distributions. We discuss the applicability of gauss's theorem to a model radial nonstationary charge distribution, uniformly moving charges, and a radiating point charge.
