Abstract
When it comes to disaster, according to World Health Organization - Emergency Humanitarian Action, it is “the people who matter most, and without the people, there is no disaster” [1]. Integrating ICT services and its application in disaster management contributes greatly as a tool for sustainable development that offers faster, cheaper, easy to use, and shortened process of the public service [2]. In this study, a Government-to-Citizen (G2C) application was developed and tested through citizen-centric interest cluster for disaster prevention and preparedness. This enables Local Government Units (LGUs) to shape an enhanced disaster resilient and disaster prepared communities. The Agile Unified Process (AUP) model was used in the development of disaster prevention and preparedness system. The system was rated as functional, reliable, usable, efficient, portable, and easy to maintain. The result of the test had a positive result on disaster prevention and preparedness program of the government as a fast, accurate, and reliable tool.
