Abstract
With the intention of assisting the development process of the Metropolitan Regions, the Public Functions of Common Interest (FPIC) are presented as a fundamental tool for interfederative governance. Promoting control that helps carry out actions between municipalities, through the FPIC, contributes to the development of Metropolitan Regions, however, municipalities with different characteristics make actions of common interest difficult. The goals of this work is to develop levels of similarity through the Fuzzy Index of Similarity between Municipalities (IFSM) in order to expose the municipalities with similar characteristics, for the application of actions through the FPIC in the Metropolitan Region of Sorocaba for the problem of the housing shortage. By establishing the levels, this work concludes by analyzing the efficiency of the IFSM to group municipalities with similar characteristics.
