Abstract
Definitions are given in the paper for several levels of aggregation of elements of information including: statement, message, sequence, stream, channel, and body. An integrated operational measure of the value of information is formulated and several associated axioms are stated. These axioms are used to prove a theorem for the additivity of information value in a stream of information sequences. Explicit measures of information value as a function of accuracy and timelness are developed and applied to some typical military problems.
