Abstract

More than a year after TennCare began its shaky start, the state-level health care reform effort is still struggling to gain its balance. Reactions to the Medicaid-replacement program range from the medical community9s doom-and-gloom predictions to state government officials9 optimistic assessments. The state9s physicians claim poor reimbursement is forcing some of their colleagues to flee the state while others face financial ruin. They say the program has been plagued with administrative snafus, at the state and managed-care-organization (MCO) levels. Under Medicaid, physicians had to learn one set of rules. Now, with 12 MCOs around the state, physicians often have to navigate through several policies.
