Abstract

This article is dedicated to exploring the fundamental values and functional purpose of the constitutional-legal responsibility of subjects of the electoral process. It has been established that the analysis of the purpose and functions of the constitutional-legal responsibility of subjects of the electoral process holds significant theoretical and practical significance. This purpose should correspond to the legal nature of their legal status, and the grounds and sanctions for the constitutional- legal responsibility of subjects of the electoral process should be consistent with this purpose and objectives. The functions of constitutional- legal responsibility serve as a tool for achieving its goals. In this context, when defining the purpose of the constitutional-legal responsibility of subjects of the electoral process, it is important to take into account the legal nature of this responsibility.
 It has been determined that there is currently no single approach to interpreting this term, and its definition may be close to concepts such as 'purpose,' 'competence,' 'rights,' and others. As a functional institution of constitutional law, the institution of constitutional-legal responsibility serves the purpose of servicing the substantive institutions of constitutional law. This dual function of constitutional-legal responsibility is manifested in the fact that it is both a functional institution of constitutional law and a necessary component of all substantive institutions of constitutional law.
 It has been revealed that the functions of constitutional-legal responsibility of subjects of the electoral process can be characterized as follows: they are a complex and systemic phenomenon and have their specific methods and forms of implementation that relate to specific functions at different stages of their application. They have a specific goal and purpose since they determine the direction and nature of influence and are determined by the laws of social development and the improvement of social relations. The forms of implementing these functions are determined by the nature of the constitutional-legal status of subjects of the electoral process.
 It has been established that the functions of constitutional-legal responsibility of subjects of the electoral process should be understood as the main directions of the influence of this mechanism on the activities of subjects of the electoral process, their behavior, and legal consciousness. The functions determine the essence and social purpose of constitutional-legal responsibility and contribute to the achievement of its goals.
