Abstract

rT he proliferation of international organizations in recent decades has been astounding.' One finds international agencies, governmental and private, in almost every area of human activity and every field of interest. Nevertheless, relatively few systematic attempts have been made to analyze these agencies.2 Taking the functionalist argument as a point of departure, and utilizing particularly the concept of performance as developed initially by David Mitrany, this paper suggests a way of studying the behavior of member states in specialized international organizations. To do so we shall follow the procedure of an empirical test, first presenting propositions and then examining several hypotheses in the light of some evidence drawn from a case study of the International Civil Aviation Organization, (ICAO), which is affiliated with the United Nations as a specialized agency.3
