Abstract

In April 2009 the International Telecommunication Union (ITU) released the first draft version of the Toolkit for Cybercrime Legislation (the Toolkit was released during the WSIS Forum 2009. The Toolkit is available at: www.itu.int/ITU-D/cyb/cybersecurity/projects/cyberlaw. html). The publication of the Toolkit raises general questions related to the ITU's mandate for Cybercrime as well as whether the Toolkit can fall into line with the positive experiences of a global application of ITU's non-binding technical standards.
