Abstract

An evaluation can be multidimensional. In practice, we focus on the aspects judged most relevant according to the objectives. The Development Assistance Committee (DAC) suggests five criteria that this study applies to the reform on the payroll banking of state agents and civil servants in the DRC, borrowing the rating proposed by the Independent Office of Evaluation (IOE). It shows that despite an encouraging overall score, more effort is needed in terms of sustainability, effectiveness and efficiency than in the areas of relevance and impact.
