Abstract
The purpose of this paper is to set out a research agenda for science and technology policy which arose out of discussions at the ISPF Kingston Conference. 1 This agenda is intended to draw attention to elements in the science and technology policies of the governments in Canada and the United States that should be re-examined in the light of the Free-Trade Agreement and its operation.
