Abstract

Significance The congress ended in the reaffirmation of President Evo Morales’s quest to seek a further term in office when his current one expires in 2020. The lack of an alternative candidate underlines the personalist nature of his government, first elected eleven years ago. Impacts The public will look for changes in political leadership, affecting both the MAS and the opposition. Morales cannot support alternative leadership within the MAS without becoming a 'lame duck'. He risks growing international criticism that he is manipulating electoral rules for his own benefit. Any further attempts to alter the text of the constitution would necessitate another referendum, which Morales might lose.
