Abstract

The meeting conducted on 2 3 25 September 1998 in Penza was organized by the Association of Metal Scientists of Russia (RASMET), the Russian Engineering Academy, the Bauman Moscow State Technical University, the Penza State University, and the Privolzhskii House of Knowledge. It was devoted to two events, namely, to the 130th anniversary of the discovery of polymorphism of iron by D. K. Chernov and to the memory of the Honored President of the Association of Metal Scientists of Russia, Honored Scientist and Engineer of the Russian Federation, Doctor of Engineering, professor A. P Gulyaev. The meeting was attended by about 50 representatives of higher educational institutions, academic and research institutes and enterprises from 15 cities of Russia (Moscow, St. Petersburg, Volgograd, Donetsk, Ekaterinburg, Izhevsk, Krasnodar, Magnitogorsk, Nizhny Novgorod, Novokuznetsk, Obninsk, Penza, Tula, Ulan-Ude, Yaroslavl) who presented and discussed 32 reports. The program of the meting included 1. A plenary meeting devoted to the memorial data. 2. Election of the President of the Association of Metal Scientists of Russia. 3. A scientific and engineering conference. 4. An open meeting of the Managing Board of the Association of Metal Scientists of Russia with participation of the journal "Metal Science and Heat Treatment". 5. Report-back election meeting of the Moscow Association of Metal Scientists (MASMET) and election of the President of MASMET. 6. Cultural program with visiting Lermontov's memorial in Tarkhany. The meeting was opened by the President of the Association of Metal Scientists of Russia B. A. Prusakov. Then professor A. A. Gulyaev made a memorial report "To the 90th anniversary of Aleksandr Pavlovich Gulyaev" (published in No. 11 1998 of the journal "Metal Science and Heat Treatment"). The reporter gave an all-sided description of the personality ofA. P Gulyaev as a man, a researcher, a patriarch of Russian metal science, a chief editor of the journal "Metal Science and Heat Treatment" for over 40 years, a founder and Honored President of the Association of Metal Scientists of Russia. A. I. Gnevko made a report devoted to the "130th anniversary of the discovery of polymorphism of iron by D. K. Chernov". Stressing the outstanding importance of this discovery that has become a theoretical base for plotting the phase diagram of iron-carbon alloys and the development of heat treatment regimes for steels, the reporter devoted a special attention to the significance of the discovery for the advancement of science and engineering in the XXth century, because all prominent developments in engineering are commonly associated with the discovery and use of earlier unknown transformations in the structure and properties of materials, for example, the use of the nuclear power, semiconductor technologies, lasers, superconductors. The plenary meeting was followed by a scientific and engineering conference. The report-back election meeting of RASMET was opened by V. M. Zinchenko, a member of the board, who gave word to the President of RASMET B. A. Prusakov. Having discussed his report the participants re-elected B. A. Prusakov to the position of President of RASMET. The Moscow Association of Metal Scientists considered it expedient for B. A. Prusakov to head MASMET simultaneously and he was unanimously elected the President of MASMET. The management board of MASMET was elected at ' the same meeting. The open meeting of the Board of the Association of Metal Scientists of Russia with participation of the journal "Metal Science and Heat Treatment" (MSHT) considered the report of the associate editor of the journal L. B. Skoromnikova. Speaking of the popularity of the journal in Russia and abroad she outlined the financial problems including the negative tendency of declining subscription to technical journals in the country, which concerns MSHT too. She asked the participants to work actively on organizing the subscription at their enterprises without which the journal can find itself in a risky situation. During the three days of the work of the scientific and engineering conference the participants listened to 32 reports out of 128 reports presented. The abstracts of the reports have been published by the Privolzhskii House of Knowledge in two parts. The topics were divided among the following directions, i.e., (1) phases and structures in alloys, (2) heat treatment of alloys, (3) modifying the surface by impregnation (chemical heat treatment), (4) modifying the surface by coating, (5), alloying of alloys, (6) new alloys and methods of their treat-
