Abstract

We discuss governance as the pursuit of collective goals for a society. Although there are many ways in which governance can be created, we stress a fundamental dichotomy between control and collaboration. Much of governance has been created through control, with public sector actors using authority or at times coercion to pursue its goals. Governance, can, however, also be produced through collaboration between public and private sector actors, or even among multiple public sector actors. Although this dichotomy is important, and will shape the analysis within this book, there are also numerous hybrid models of governing that involve elements of both control and collaboration.
