Abstract

Research, local planning, teacher preparation, restructuring, new models of leadership, corporate management of schools, and curriculum reform are some of the efforts underway to discover the best means of preparing our youth for the next century. Governing values provide the foundation from which policies, decisions, and plans bring focus to a vision of the future. Groups with similar cultural roots evolve policies, decisions, and activities to reflect their own core values and thereby form a bounded system capable of producing a vision of the future. Governing values within the counseling profession, as well as those held by the counseling staff in a school, are no less important than school and community values. Core values in a community are those held by the population within the service area of the school. Creating a vision of the future within a community can foster cohesion and involvement and release creative energy.
