Abstract

As Hurricane Sandy graphically illustrated, storm surge can wreak havoc on building foundations in coastal flood zones, even when the foundations have been designed in accordance with robust building codes and floodplain regulations. Losses will continue when strong storms come ashore unless the building community changes its fundamental approach to the critical element of foundation design.
