Abstract

The Processing Architecture based on Measurement Metadata (PAbMM) is a data stream engine, specialized in Measurement and Evaluation (M&E) projects. In order to foster the comparable and consistent measures, the measurement automation should be consistently defined and to be understandable considering its implementation. For this reason, PAbMM uses M&E projects based onthe updated C-INCAMI (Context-Information Need, Concept Model, Attribute, Metric, and Indicator) framework, using the GOCAME (Goal Oriented, Context-aware Measurement, and Evaluation) strategy. However, the project definitionswere not interchangeable among different systems and each system could have its own measurement implementation. This work introduces the CINCAMI/Project Definition (CINCAMI/PD) schema for fostering the interoperability related to the project definition, substantiated on the terms, concepts, and relationships of the C-INCAMI framework. Additionally, the cincamipd library is introduced and released under the terms of the Apache 2.0 License. The library allows interchanging the project definition among different kind of systems (even PAbMM), using the XML (eXtensible Markup Language) or JSON (Javascript Object Notation) data formats with compression by GZIP. An outpatient scenario will be shown for clarifying the use of the cincamipd library and its impact on PAbMM. The library is able to obtain the full project reload in just 12.49ms.
