FORMATION OF TERRITORIAL UNITS AS A SOURCE (FORM) OF LEGAL REGULATION OF TERRITORIAL PLANNING IN THE USSR

Abstract

The relevance of the topic under consideration is caused by the lack of previously conducted research on the formation of territorial units as a source (form) of legal regulation of territorial planning in the Soviet period. The existing Soviet experience most clearly shows the inseparability of territorial planning with ensuring the internal security of the state. As a result, the subject of the work is to study the formation of territorial units as a source (form) of legal regulation of territorial planning in the USSR in the 20s. The purpose of the work is to improve the territorial planning of defense and security facilities and its legal regulation. The content of the sources (forms) of legal regulation of territorial planning is formulated. It is proposed to legislate the possibility of creating territorial formations in modern conditions. Attention is focused on the need to improve the legislation regulating territorial planning.
