Formation of Sectoral Clusters as a Mechanism for the Integration Development of the Territorial Economies

Abstract

AbstractThe purpose of the article is to systematize and generalize approaches to the development of territories from the standpoint of regional and local government tools that ensure the transition from «equalizing» to differentiated ways of providing support. Firstly, the authors have systematized the tools for the development of single-industry industrial territories, which made it possible to propose to concentrate on replicating the country’s successful experience in the formation of a «spatial structure» based on an even distribution of industry across the territory in order to ensure the most efficient centralized management of production and technological processes, distributed resource base. Secondly, it is proposed to expand the main strategic directions of the development of a part of single-industry towns through the localization of production in accordance with the existing concepts of the development of domestic production and technological potential; formation of mechanisms of cluster economy, creation of industrial (manufacturing) parks. Thirdly, a comprehensive assessment of the level of innovative industrial development of the economy of single-industry entities has been expanded to two groups of indicators - indicators of the first level: the socio-economic development of the territory and the second level: indicators of the growth potential of the economy of a single-industry municipality. The practical application of the proposed solutions in the framework of the implementation of the mechanism of the integration development of the economy of the territories has shown the potential for the growth of the production and technological reserve of the innovative level of the economy.KeywordsEfficiencyTechnological potentialTerritory developmentIntegration interactionJEL-CodeO32
