His four decades of engagement with inter-American relations spans government service (in the Clinton administration, the State Department, and the U.S. Treasury), numerous Washington-based public policy institutes, the Peace Corps and now academia. His first NACLA publication, critical of U.S. policy toward the Allende government, appeared in 1972. This article was adapted from a longer manuscript published by the Brookings Institute earlier this year.
