Abstract
With the appointment of Frank Berkol of Turkey as a new assistant secretary general and United Nations disaster relief co-ordinator, an important step has been taken in global humanitarianism and international organization. The enabling legislation-the UN resolution spelling out his terms of reference-was passed by the General Assembly in December 1971, and his office in Geneva opened up on March 1 of this year.
