Abstract
.S. health care is too expensive and its quality too inconsistent. Patients have greater deductibles now U than ever before. The public is learning there are no demonstrable correlations between cost of service and quality (in fact, the opposite may often be true). Although there is no debate that health care costs have skyrocketed, there is legitimate debate over the real reasons and the real solutions. One of the drivers of health care costs is technology. Our country has been remarkably prolific in the development of new diagnostic tools, imaging studies, drugs, and procedures—and remarkably undisciplined in their deployment. New diagnostic and therapeutic procedures and the more liberal application of established ones account for two thirds of the growth in health care expenditures.
