Abstract

The City of Moreland is a densely populated urban area in Melbourne and has suffered from riverine and overland flooding during the past few years. Therefore, it is necessary to conduct a flood vulnerability analysis in the region to determine the necessary measures for better flood risk management. A fuzzy rule based flood vulnerability index was developed in this study considering hydrological, social, and economic aspects of flood damages to assess and map the flood vulnerability of MC. It was found that 51.6% of the area (corresponds to 26.21 km2) falls under very low and low flood vulnerability zones, whereas 7.6% of the total area are classified as high and very high flood vulnerable zones. The outcomes of the present study will help the concerned authorities in the study area to identify flood prone areas and develop flood mitigation strategies to minimise the damages caused by floods.
