Abstract

Earth Observation (EO) missions require a specific mission planning function, aimed at generating, at least, the following set of data: § Payload Work Plan, containing the plan to be executed by the Satellite’s payload. This comprises instruments on-board and Solid State recorders aimed at recording the data acquired by the instruments. § Uplink Plan, containing the operations to be executed in the TT&C station. § Downlink Plan, which contains the operations to be executed in the receiving stations. Different EO missions have different specific mission planning needs, which have resulted in a variety of custom specific mission planning solutions quite different one to each other. So the question is: Wouldn’t it be good to have a tool that with simple customisation can be used for either big and complex missions as well as for small and simple ones? GMV has participated to a number of mission planning facilities of different EO systems including ENVISAT and Cryosat/Goce, to mention some of the most relevant. This unique experience has allowed us to derive a common set of requirements and needs, and more important, to design and develop and unique flexible mission planning tool able to cope with this diversity of requirements. FlexPlan is therefore a highly configurable COTS tool which covers the end-to-end loop of Mission Planning process. It provides users with the necessary tools to adapt the facility to suit their specific mission planning needs and includes: § Definable complex planning policy § Definition of Trigger Events and Tasks to be planned according to user scenarios § User-friendly, easy-to-use GUI § No programming background necessary to operate the tool FlexPlan has been implemented in such flexible way that it can be operated by nonexperts and can be customised easily to other platforms. This tool constitutes the creation of a generic Mission Planning tool that can be customised for any satellite.
