Abstract

As demand-side flexible resources play a greater role in power system regulation, the investment value of different flexible resources urgently needs analysis. The value of flexibility resources should primarily consider their technical value. After their integration into the power system, whether they can provide more efficient and flexible regulation capacity for the power system depends on the degree of matching between the technical characteristics of the flexibility resources and the requirements of the power system. The participation of demand-side flexible resources in power system regulation is still in its infancy in China, and there have been few related achievements. It is therefore urgent to conduct qualitative and quantitative research on flexibility resources. This article proposes an evaluation method for the regulation capability of flexibility resources based on the CRITIC and TOPSIS methods. First, a system operation evaluation indicator system is constructed to accurately evaluate the technical value of flexibility resources in the power system. Then, the weight of each indicator is calculated using the CRITIC weight method, and the scoring system is constructed using the TOPSIS method combined with the weights calculated by the CRITIC method. Finally, the effectiveness and practicality of the proposed method are demonstrated through actual case analysis.
