Abstract

The Municipal Social Infrastructure Fund and the Territorial Demarcation of the Federal District (FISM-DF) is intended to finance works and social actions that directly benefit the population in extreme poverty, in localities with a high or very high level of social backwardness, and in Priority Areas of Attention. In 2014, FISM-DF resources represented 9.33% of Branch 33. This paper presents a meta analysis of the operation and results evaluation to the Fund for 2014 to 14 municipalities of the state of Puebla that was carried out between April and September 2016. Although the Municipal Development Plans are aligned with the State Development Plan 2011-2017 of the state of Puebla, and the destination of the resources is in accordance with the General Guidelines for the Operation of the FAIS 2014, important areas of opportunity are detected. These are mainly focused on the diagnoses of the Municipal Plans, the preparation of the public servants who manage the resources of the Fund at the municipal level, the financial reports related to the budget exercised and the assigned budget, as well as the monitoring of the indicators. In particular, the lack of updated statistical information makes it impossible to determine the impact of the resources exercised.
