Childs Mr. Childs, chairman of the council of the National Municipal League, is chairman of the Citizens Union of the City of New York and former president of the New York City Club. He is well known as the “father” of the council-manager plan. Organizer of the short ballot movement, he is author of numerous pamphlets and articles on the short ballot, the manager plan and other aspects of civic problems.
