Abstract
Pakistan is beginning her Third Five Year Plan1 in a mood of great optimism. After the disappointment of the First Plan, the country was able to make undoubted progress during the Second. All the major objectives of the Second Five Year Plan were exceeded and there were few important shortfalls of the specific sub-sector targets.
