Abstract
A literary analysis of economic issues of education system development has been carried out, in particular from classics of economic theory of development of human capital to modern concepts of development of educational branch. The conceptual analysis of system of improvement of budgetary and extra-budgetary financing of educational institutions in Ukraine, in particular specifics and various mechanisms of raising funds, namely internal sources of financing - state funding (budget) and external sources of financing (non-state financing). The analysis of theoretical and methodological aspects of financial and economic support of general secondary education institutions in Ukraine is conducted. The main indicators of budget financing of general secondary education in Ukraine in recent period are analyzed, namely: indicator of volume of educational subvention, indicator of average annual salary of pedagogical workers, indicator money go after teacher, indicator of additional expenditures. The statistics on budget financing of certain regions of Ukraine, including wage costs, are presented. Also considered is an indicator, which amount of education expenditures depends on, namely indicator of cost of an educational The set of factors that directly influence cost of an educational are also presented, namely: external factors, whose influence does not depend on activity of a particular educational institution and internal factors that directly affect specifics of an educational institution. The cost of educational services is also considered, depending on order of its calculation, which in practice is reflected in net cost of educational service and the full cost of educational service. Taking into account growing demand and supply of educational services, article presents main models of financing education in different countries of world, in particular model is oriented towards free market, characterized by reduction of public spending on education and development of competition, privatization of educational institutions, development of private educational institutions; model, oriented on public market, is characterized by partial privatization of system of educational institutions, reduction of state funding of education and increase of individuals' investments in quality education; The anti-market model of education financing, oriented towards alternative integrated society, is characterized by overwhelming role of state in solving issues of education financing, budget financing

Літературний огляд Проблема економічного розвитку закладів загальної середньої освіти в Україні, питання пошуку та залучення додаткового фінансування постійно аналізується вітчизняними науковцями та управлінцями, державними та громадськими установами, та має своє відображається у розробці та прийнятті різних освітніх проектів/програм [1, 2]. У зв'язку з існуючими фінансовими проблемами економічної діяльності закладів загальної середньої освіти в Україні виникає необхідність щодо отримання більш повної інформації існуючого зарубіжного та вітчизняного досвіду економічних механізмів залучення додаткових ресурсів в освітянську галузь, а також інформації щодо проведення системного аналізу реальних можливостей фінансовоекономічної підтримки освітніх установ.
