Abstract

Ch'ng Hak Kee and Chang Zeph-Yun both lecture at the National University of Singapore. The authors say that it has lohg been recognised that a major problem faced by small firms is shortage of funds, both for investment purposes and the maintenance of adequate vE*rking capital for their day to day operations. The first part of their paper is concerned with the financing of small business in Singapore based on a survey of 45 small business firms from the nine industry groups of the country. The survey was conducted through personal interviews with top management personnel and the constraints and problems encountered by them are described and assessed. The second part of the paper includes a survey of the fiscal and financial schemes offered by the Singapore Government to small firms and looks at their impact on the performance of small firms. Finally, conclusions are derived from the experience of Singapore.
