Abstract

This paper describes the technical and management techniques employed by Federal Emergency Management Agency (FEMA) Region IV to update coastal flood risk identification in the southeastern United States. Region IV includes a significant portion of the United States shoreline spanning approximately 4000 miles. Thus, there are many conditions, including different shoreline features, which create unique technical challenges. Additionally, Region IV is employing three different management techniques to complete the Federal Insurance Rate Map (FIRM) updates for coastal flood risk which each have unique benefits and challenges. First, updates may be performed in their entirety by FEMA's Cooperating Technical Partners (CTPs) for that location. Second, some studies may have the technical coastal components completed entirely by FEMA contractors working in conjunction with a CTP who is involved in oversight, coordination and processing of the FIRMs. Third, some studies may be performed solely by FEMA contractors, without any CTP involvement.
