Abstract

This article attempts to summarize some attitudes concerning federalism as the main organizer of power, and decentralization as a process which gives substance to federalism itself. This theme is looked into in the developed and underdeveloped countries as well as the analysis of basic concepts of federalism and its relationship with some present experiences concerning this, emphasizing the Mexican case.
