Abstract

Washington when domestic issues were not framed by the latest testimony or votes on Capitol Hill, by a Presidential message, or by turf battles and regulatory actions of various governmental agencies. In June, the capital's focus of interest was Sacramento: California's overwhelming passage of Proposition The question on everyone's mind was What does it mean for us? For most elected officials and their staffs, the answer was obvious. Congress caught Proposition 13 fever with particular virulence, as speeches on the floor and constituent newsletters showed. Sixteen hundred Pennsylvania Avenue was notimmune, although the White House had apparently been more supernaturally infected. Rex Granum, deputy press secretary, told the press after the California vote that President Carter had campaigned for and been elected to the Presidency in the spirit of Proposition 13.
