Abstract

Flood in Indonesia, especially in Surabaya City has become a major and annually problem. Most of the mitigations focused on structural mitigation techniques such as river bank protection, river cleaning, and normalization or other reactive actions. Therefore, the problem still remaining exists and cause severe danger for the community lives. However, assessing some applied mitigation techniques from some countries' experiences are significant to identify the best strategies of flood mitigation techniques. The assessment process can be done not only on structural mitigation techniques but also on other techniques such as land use planning, warning system, engineering and building codes, insurance, new technology, emergency preparedness, and ecological mitigation. Combination among them may contribute for reducing and transferring risks of disaster which finally can minimize the impacts of the disaster to the communities
