Family Counseling and Social Work in the Context of Social Policy and Family Policies

Abstract

The institution of family which finds an important role at every culture and is universal can be affected from other systems. The fast improvements and changes in social, economic, cultural structure and information technologies affect family and can cause certain changes in the functionality of this institution. The contemporary families who are exposed to those rapid improvements and changes are having tough times to protect the united cohabitation amongst its members. In order to develop the healthy family relations which turned today into a social necessity rather than being an individual issue, certain policy implementations are needed. In general, policy is considered to be a set of precautions aiming at a specific purpose in a society. Issues regarding the individuals who are a part of the society are connoting the “social” and thus it is believed to be evaluated under the confines of social policies. The institutions like education and family – which the individual is a member of – are considered to be under the scope of social policies. Family policies which embrace the institution of family absolutely can be evaluated within the social policies. Family policies as a set of applications developed by the state aiming to strengthen the family, increase welfare and enable well-being of the family; develops deterrent and protective applications for: protecting the existence of family, protecting the family against potential risks, assisting the family to solve domestic issues, developing the self-assisting skills of families, obviating malfunctions in family functioning. As one of its main objectives is to increase the welfare of the individual and society, social work with its applications on family counseling, in line with the objectives of social policies and family policies serves to strengthen the family, orienting to changing conditions and maintaining its good existence. Her kulturde bulunan sosyal ve evrensel bir kurum olan aile diger sistemlerden etkilenmektedir. Sosyal, ekonomik, kulturel yapida ve bilisim teknolojisi alanindaki hizli degisimler aileyi etkilemekte, ailenin islevlerinde bazi degisimlere yol acmaktadir. Hizli degisime maruz kalan gunumuz ailesi, uyeleri arasindaki uyumlu birlikteligi saglamakta zorlanmaktadir. Bireysel sorun olmaktan cok toplumsal bir ihtiyac olan saglikli aile iliskilerinin gelistirilmesi icin politikalara ihtiyac duyulmaktadir. Politika genel olarak bir toplumda belirli bir amaca yonelik onlemler butunu olarak ele alinmaktadir. Toplum yapisi icinde yer alan bireye iliskin konular “sosyal” olani ifade ettiginden sosyal politikanin kapsami icinde degerlendirilmektedir. Bireyin uyesi oldugu aile, egitim gibi sosyal kurumlar sosyal politikanin kapsami icinde dusunulmektedir. Aileyi bir butun olarak ele alan aile politikalari sosyal politikalarin icinde degerlendirilebilir. Aileyi guclendirmek, ailenin refah duzeyini artirmak ve ailenin esenligini saglamak amaciyla devlet tarafindan gelistirilen uygulamalar butunu olarak aile politikalari; ailenin varligini koruma, aileyi potansiyel risklerden koruma, aile ici iliskilerdeki sorunlarin cozumune yardim etme, ailelerin kendine yardim becerilerini gelistirme, aile islevlerindeki aksamalarin giderilmesi icin onleyici ve koruyucu uygulamalar gelistirmektedir. Temel hedeflerinden biri bireyin ve toplumun refahini artirmak olan sosyal hizmet, sosyal politikalar ve aile politikalariyla uyumlu olan amaclari dogrultusunda aile danismanligindaki uygulamalariyla, ailenin guclenmesine, degisen kosullara uyum saglamasina ve varligini saglikli sekilde devam ettirmesine yardimci olmaktadir.
